The History of the Flower Estate

The Crofts to High Wincobank: Victorian slums to Model Garden Suburb.

Sheffield’s first significant council housing was the inner-city Crofts, near the cathedral. Then came a scheme to build out of town housing on “garden city” lines at High Wincobank. 17 architects competed with their designs, and then built them. These unique houses still remain in the Flower Estate and became the model for most later council estates.
